Rethinking Private Financing in Scotland

Jubilee Scotland is campaigning against the use of Public Private Partnerships (PPP) in Scotland. 

Public Private Partnerships (PPPs) are long-term contracts where the private
sector designs, builds, finances and operates an infrastructure project.

Since the 1990s Scotland has been using PPPs to fund public projects. This scheme – in its various forms over the years (PFI, NPD, HUB) – has left cash-strapped local authorities across Scotland paying millions more for public projects than needed. Scotland has a higher per-capita expenditure on PPPs than any other UK region. It has created unjust debt and has added unnecessary pressure on local services across the public sector.

Public Private Partnerships have saddled the Scottish public sector with poor service provision, lack of accountability and unsafe buildings. The Scottish Government have criticised PPPs but failed to take sufficient action to help councils find viable alternatives. It is time to end a system where short-term thinking and private greed are draining the public purse.  We are calling on the Scottish Government to rethinking Private Financing of Scottish Public Projects.

Public Private Partnerships (PPPs) have in all their forms provided the Scottish public sector with high levels of debt, poor service provision, lack of accountability and unsafe buildings. The terrible effects of PPPs were recognised years ago. It is time for Scotland to stop short-term thinking and invest in its public services in ways which serve the people, rather than private companies.
 
In light of PPP disasters such as the catastrophic failure of the gable end wall of the Oxgangs Primary School in January 2016 and the Edinburgh New Sick Kids Hospital that is currently unable to open but costing us £1.4 million a month, it is necessary to ask why these initiatives continue to be favoured in Scotland. It is clear that Scotland needs to significantly rethink the way in which it finances its public services such as hospitals and schools. 
 
I am asking you to help bring about changes in the ways we finance public services in Scotland. Please participate in Jubilee Scotland’s event Rethinking Private Financing of Scottish Public Projects, which takes place Wednesday 29th January 2020, 6pm, at the Scottish Parliament. Sign the motion that will be presented there! Read the report Jubilee Scotland is launching on the issue! Show your support for a financing model which has safety and quality at its heart. A model which puts accountability to the taxpayer before the interests of Big Business.

We are calling on you, our MSPs, to end the use of Public Private Partnerships (PPP) in Scotland, so that councils will improve their financial abilities and taxpayers enjoy the best possible services in their local communities. We cannot afford another situation like the Oxgang School collapse. We need immediate policy-changes to find viable alternatives to Private Financing of Scottish Public Projects.
